Adult Education May Become Europe’s Frontline For AI Literacy: First In A Three-Part Series On AI Literacy In Sweden And The EU


Ask most people where AI literacy belongs, and they will say school. That is not where the pressure actually is. Article 4 of the EU AI Act, in force since 2 February 2025, requires anyone who provides or deploys an AI system to take measures ensuring sufficient AI literacy among staff and other users. Crucially, this obligation rests squarely on the deployers; employers and public authorities; making adult education a vital delivery partner for regulatory compliance, not just a civic supplement.

UNESCO, the OECD and the European Commission are building frameworks around the same underlying problem: people need enough technical understanding, judgement and ethical awareness to work with AI without handing it their responsibility.

That matters most for adult education. A pupil meets AI through a classroom assignment. An adult meets it through a recruitment algorithm, an automated translation, a public-service chatbot, a workplace policy, a loan decision, a text generator, a medical search result. The setting is usually less protected than a classroom. The stakes are often higher too.

Sweden has good reason to move here. The Government's AI Strategy states that AI must be part of school and higher education, and that Sweden should strive for lifelong learning. The AI Commission's roadmap goes further: more AI knowledge in public education, libraries teaching about AI, an investigation into pupils' and students' access to AI services, a teacher skills boost for higher education. This is not a narrow technology program. It is an attempt to build a skills base across the whole population.

Why Adult Education Belongs In The AI Literacy Debate

Most public debate still treats AI literacy as a school question. Schools are where societies formalize common knowledge. But AI adoption is not waiting for curriculum reform. Workers use AI to draft messages, summarize documents and prepare presentations.

Job seekers use it to write applications. Municipal employees use it to interpret dense information. Immigrant learners use translation and writing tools. Parents use it to help children with homework. Small business owners use it to draft contracts, customer replies and marketing copy.

Adult education sits close to these situations. It reaches learners who are changing jobs, entering a new labour market, learning a new language, returning to study, or repairing gaps from earlier schooling. If AI literacy is framed only as a future school subject, these learners are left to work it out through trial and error at exactly the moment they need it most.

They need to know when an AI-generated answer is plausible but wrong, why a translated text may carry hidden errors, how personal data can leak through tools, and why a confident answer without a source is not evidence. That is true whether the learner is in a Swedish Komvux classroom or a continuing-education program in Amman or Nairobi.

International Frameworks Are Converging

UNESCO's teacher framework defines AI competence across five dimensions: a human-centred mindset, ethics of AI, AI foundations and applications, AI pedagogy, and AI for professional learning. Its student framework sets out 12 competencies across human-centred mindset, ethics, AI techniques and applications, and AI system design.

The OECD and European Commission framework for primary and secondary education uses a different structure but moves in the same direction. It describes AI literacy as technical knowledge, durable skills and attitudes that allow learners to engage with, create with, manage and shape AI.

For adult contexts, these four domains translate directly into practical workplace capabilities: Understand (how the system works), Use (apply it effectively to a task), Evaluate (check for errors, bias and reliability), and Question (know when to refuse or override AI output). The European Commission page on the framework states that it includes four dimensions and 19 competences, with practical classroom examples.

TeachAI adds an implementation layer through exemplars, assessment work and resources for teachers, education leaders and solution providers. The EU's AI literacy practice repository adds another signal: organisations are now expected to show concrete practices, not only publish principles.

Sweden's Opportunity

Sweden's adult education system is well placed to connect these frameworks to real learning situations. Komvux, folk high schools, libraries, study associations, municipal learning centres and workplace training can all become practical sites for AI literacy. Nobody needs to turn every adult into a machine-learning specialist. The goal is smaller and more useful: adults who can use AI without being misled by it.

The EU AI Act defines literacy as informed deployment and awareness of risks and possible harm. In practical adult education, that translates into five core abilities:
  • Understand that generative AI produces probabilistic outputs, not verified facts.
  • Know how to check sources, compare answers, and trace claims back to original material.
  • Grasp basic data protection—what not to upload, what to anonymise, and when to avoid a tool entirely.
  • Recognize societal risks such as bias, exclusion and discrimination, and question when an algorithmic output may amplify inequality.
  • Document when AI has assisted them, and exercise human judgement to override automation whenever the stakes demand it.
That is roughly the shape of the free, openly licensed AI Literacy Course now running for adult and upper-secondary learners; twenty weekly lessons moving from what AI is and how language models work, through prompting and source-checking, to GDPR, bias, copyright and a final capstone portfolio. Any Komvux, folkhögskola or study association can adopt or adapt it at no cost.

This is also where Sweden's public sector matters. DIGG and IMY's guidance for generative AI in public administration covers leadership, GDPR, labour law, procurement, information security, copyright and ethics.

Those headings may sound administrative, but they also work as a curriculum map for public-service AI literacy. A municipal employee does not need an abstract lecture on AI. They need to know what happens when a chatbot drafts a citizen letter containing personal data, or when an AI summary changes the meaning of a case note.

The Risk Of Tool Training

The weak version of AI literacy is a tool demonstration. It shows people how to ask better questions and produce cleaner output. That may be useful, but it is not enough.

Tool training can even be harmful if it teaches fluency without judgement. A learner who can produce polished Swedish text but cannot explain whether the content is correct has not become more literate.

A teacher who uses AI for planning but cannot judge bias, privacy or factual reliability has gained speed without governance. A public servant who uses a generative system without documentation may create an accountability problem even when the text looks professional.

Adult education should therefore treat AI literacy as a judgement practice. Learners should work with flawed AI outputs, missing sources, misleading summaries and ambiguous tasks. They should practice saying no to AI use where the risk is too high. They should also learn to use AI well where the risk is low and the educational value is real.

What This Means Beyond Sweden

Sweden's own test is implementation: whether adult providers get real support, whether Skolverket's guidance reaches upper secondary and adult education, whether libraries become recognized AI literacy sites, and whether public-sector training moves past compliance slides into practice-based assessment.

None of the building blocks behind that test are exclusively Swedish. A Komvux and a community college, a folkhögskola and a continuing-education centre, are solving the same problem: teaching judgement to adults who will use AI with or without being taught to use it well. Sweden started earlier. That makes its attempt worth studying closely, not copying wholesale, but mining for what transfers.
